Comment:

 The past tense should be correct with "was" because the process of
 deleting the plugin has been completed.

 On the other hand, the text is inconsistent with other messages:
 - Plugin and theme screens say "[Plugin/theme name] was successfully
 deleted."
 - Menu screens use "has been" or "have been successfully deleted." \\

 - The block editor does not have either "was" or "has been" in "Navigation

 Also, in this case, I think passive voice is appropriate so that the
 plugin name is at the very beginning of the sentence (in most languages).
