 Thank you @ironprogrammer for your thorough test report.

 Given the latest findings:
 >tl;dr: This patch introduces a regression in how the admin menu scrolls
 for other admin pages when an error is displayed. IMHO this needs some
 more time.

 Moving this to 6.5 and adding `changes-requested` keyword to indicate
 additional work is needed to resolve the regression.
