 In my experience updating in small increments (e.g. from PHP 5.6 to PHP
 7.0) makes sense as it puts less pressure on users. Most probably the
 number of problems introduced by such move would be limited and can be
 solved in reasonable time. Whereas skipping several increments of PHP can
 make your log a complete mess and turn updating codebase into something
 barely feasible, a nightmare. Thus updating to 7.0 would make sense even
 if there are no benefits to WP core. In general the approach to make small
 bump ASAP looks to me much more reasonable than to make some major bump
 but later.
