 The ongoing opportunity cost that WordPress Core and the broader ecosystem
 incurs by continuing to support PHP 5.6, which has not received any
 updates since [https://www.php.net/ChangeLog-5.php#5.6.40 Jan 10, 2019] is
 not worth the benefit. We've historically set a 5% threshold for updating
 minimum versions. We've hit that threshold. We should loudly announce the
 intent to drop support for PHP 5.6 during this version as early as
 possible and change reporting of failures to unit tests for PHP 5.6 to
 warnings.
