 My feeling is that doing this in steps will make things harder. Many will
 take the approach that there is less risk in moving from 5.6 to 7.0
 instead of moving to a more modern version. We would just be delaying
 things (since it may require multiple updates over time). As it stands
 now, by the time 6.3 is delivered, we can likely make 7.2 the minimum.
 Maybe we should try a very in-your face warning in wp-admin in 6.2.2
 release, warning anyone <= 8 that the PHP version that they are using is
 already EOL and they should upgrade to a newer version. This poses no risk
 and MAY get people to speed up their update.
