 I don't understand the security issue here, or perhaps the fix has not
 been thought through?

 Adding a shortcode in a template part (such as 'header' or a custom part
 that I make) means that the shortcode executes as expected.

 Adding a shortcode to the general area of a template does not work.

 Adding a shortcode in a page or post does work.

 What's the logic behind this? Because it doesn't seem to make sense from
 where I am. You can still insert a working shortcode in the site editor as
 long as you put it in a named section. Doesn't seem like that will have
 helped security very much!
