 Test instructions:

 - Requires a version of the full site editor that includes
 https://github.com/WordPress/gutenberg/pull/51696

 1) Load the full site editor. Verify that there is one H1 heading.
 2) Disable JS in your browser. Load the full site editor. Verify that
 there is one H1 heading and a notice indicating that JS is required.
