 The main thing is we don't have correlated data… We have WordPress
 version, PHP version, MySQL/MariaDB version, but we do not have WordPress
 + PHP version.

 It is not the same WP 4.5 + PHP 5.6 as WP 6.3 + PHP 5.6.

 Currently, we are not having in mind the “ghosts sites” because, if there
 is a 5.9% of sites with WP 4.5 + PHP 5.6, the limit can be increased
 because those sites will not be updated ''probably''. The problem is with
 the newest sites.

 Usually, if we do some magic, can see that “old WordPress versions” are
 related to “old PHP versions” in percentage.

 If we may have that data, most likely the decision can be algorithmic and
 effortless because [https://make.wordpress.org/hosting/handbook/upgrading/
 there is some info on how to update from old WordPress versions].
