 For transparency, this minimum supported PHP version bump is pending
 approval from Josepha or Matt. The make/core post will only get published
 when it's approved.

 You're right that this "rule" hasn't yet made its way into the core
 handbook. It's not concrete, it's one factor that's taken into account to
 determine if a minimum supported PHP version bump is warranted. Other
 factors include how long ago the prior bump was (2019 in the current case)
 and how fast the number is decreasing (0.1% every few weeks currently). 5%
 of WordPress sites is still hundreds of thousands of sites.
