 It's exactly the same filter that has already been discussed at lenght on
 #56057 in the links above. It was previously proposed in
 [https://github.com/WordPress/wordpress-develop/pull/3791 PR3791].

 Both Aaron Ozz and I provided feedback at the time.

 I do not have any bias against rollbacks or improving the updating of
 plugins, themes or Core. However, I am unwilling to have the same
 discussion on this ticket that I've linked to above and had on #56057.
