Comment (by mikeschroder):

I'm a bit concerned that, as far as I can tell, there isn't a way for
WordPress.org to remotely toggle this metabox.

In the case that there are widespread issues with particular themes or
plugins, for instance, it's not helpful for WordPress.org and hosting
support teams to receive hundreds or thousands of the same request.

It's also not good for Gutenberg or WordPress auto-update adoption for
WordPress sites to continue to suggest that users install Gutenberg only
to run into the same widespread bug, causing folks to be avoidably soured
 on Gutenberg before its release.

At the moment, if this were to occur (and hopefully it won't!), my
understanding is that an additional WordPress update would have to be
rolled out, or every install at every updated host would have to have code
injected somehow -- something that's difficult at many hosts, and not
going to be possible with the long tail.

Is there any chance that a way for it to be remotely enabled/disabled
could be added? It's also possible that I'm missing something, and if
there is already a workaround, apologies, and I'll be happy to learn about
 it.
