remove the auto full-width expansion as well. It's super unexpected and

I actually really being able to collapse via the grabber: I think this
helps with discoverability of being able to collapse the pane. It means we
could get rid of the collapse button altogether. And I like being able to
go full-screen via the grabber, and so enter into the mobile preview
experience where the Preview button appears to toggle between controls and
the preview, as long as the grabber snaps to the right side at a point
where the width of the preview is too small to be useful.

Cool idea. That could have some nice complimentary overlap with #31195
(Add a user-friendly way to preview site responsiveness in the
Customizer).

We could just eliminate the collapse-on-click behavior, so that collapsing
would only be done by dragging to the left to snap to the left.
