[wp-hackers] Changing core documentation

In researching for an answer on WPSE today, i came across the
"attachment_fields_to_save" filter, and noticed it had no documentation
whatsoever, neither on the Codex, nor any useful PHPDoc. I went on to
editing the filter page on the Codex and it's now live.

Now... is it okay/relevant/wanted to commit a change to the PHPDoc on the
function, only giving it the appropriate short description and known param
types and not messing with any code? Are there any guidelines on commenting
on other people's functions?
