Sounds like a plan to me!

And yeah, -1 to non-WP.org checking. It's just not worth including something
like that in the core. Tons of work (for both the author and the core), too
many variables (server configs, etc.), having to deal with down sites, etc.
If people really want something like that, that's what plugins are for.
