A "ready for publication" button that low-level authors can press to
signify that their draft is complete.  This is distinct from "saving",
as it says "this is done, and ready".  This should do at least two things:
* send an email to all editors announcing a completed draft ready for
publication
* display a link to the draft in an area _other_ than the "Other
people's Drafts" list.  This other area should be visually disambiguated
to indicate that the items listed there are _not_ drafts.
