There is a wild variety of setups out there and one of the least
reliable aspects is file/directory permissions. See the discussions on
uploading and caching to get a feel for the kinds of issues we see
when we add file writing to the list of expected capabilities.

Still, there are projects under way to do exactly what you suggest.

things out.
