[wp-hackers] When to send bugs to wp-hackers

I tink the main reason why n00bs end up here looking for support is 
because people *refer* them here.  I'm not aware of anywhere online that 
says "Have a bug?  Subscribe to wp-hackers!"  The only way I can imagine 
they're getting here is people misinterpreting what the list is for.

The places that tell you how to subscribe to this list should make a 
specific note that this is not the place for bugs.  The welcome message 
is a good place for this, the signup web page would be a good place, 
too, if that's possible.

I'll tweak the Mailing Lists page on Codex after it comes back up to 
reflect a friendly "No bugs - No bug referrals" policy, which it 
currently lacks.
