[wp-forums] Who can offer what

What I'd like to see:
If OP asks for paid help but says in her post (as it already
happened!) "reply here in the forum"...
to be _always_ moderated! No exception. And explain that s/he should
post the contact address.
The help seeker should always post a contact address so the offers go
private. (We can even close the thread with a brief explanation of the
above and, eventually, a link to wp-pro... until anything is going to
change)

And if paid service providers post their address, website -
delete/moderate mercilessly.
If there is no separate forum, that's fine, but don't let anybody post
their "offer" -- take it off the forum.

As for TG's question: I don't think we need to break the link, but a
warning about the price of the plugin should be posted.
