Both different statement from admin.
It's confusing for theme author like me to understand.

I personally I agree with Otto.
what do you think about this Emil?

I understand that rules sometimes can't make 100% perfect for all cases.
but if there's too much confusion. maybe it's not because the "people" not
using their "brain".
maybe the rule is simply not good enough.
Maybe admins need to discuss about this in coming theme review meeting and
have a fixed review rule for names.
