That was me.  :)

Actually, this is a fantastic metric for usage for exactly the reason
you cite.  The number of downloads shows that users are so interested in
the plugin that they've downloaded it in spite of 5000 comments/ratings
saying, "Don't download this garbage."  Just a thought.
