[bbDev] Show Emails in Admin - Users

I would say that an option in the config.php would be easy enough for
people to makeup their own minds since the code is already in place.
There are private forums where users chose crazy usernames and the
email is the only way to tell who they are (as a buddy of mine just
created a user named WindyCityCowboy and I deleted him because I
didn't know his email address.   In some cases it wouldn't be a big
deal though.

Let the users decide with the option I say.
