Comment:

 I think the reasoning is that you might find a "bad" tag after a topic is
 closed which needs to b removed. Re-opening the topic then removing then
 closing in that scenario is a bore.

 I agree about the controls being visible at appropriate times, but it will
 have to wait for now.
