 Maybe I'm getting this bass ackwards. Yeah, I am.

 1 = public, 0 = private, at least that's the way it was.

 Now, everything in there is a 0, which would be designated as private.

 I need more espresso. :(

 Either way, in terms of good/bad, a 1 for public is "a good thing", where
 a 1 for the other fields is "a bad thing".
