 Excuse me "...test install..."  Wouldn't want to offend anyone with my
 handicap.

 On the test install, I also note that the blog option 'blog_public' is not
 having anything set to it (the value is blank) but the blog option
 'default_pingback_flag' is set to '1'. (Well, that's strange.  That means
 it is set to public originally I would think.) That shouldn't apply as
 we're looking to wp_blogs for the public setting.

 Looks right in the wp-admin/schema/schema.php on line 157:

 public tinyint(2) NOT NULL default '1',
