 New User(no gimmee blog on signup) gets primary_blog 1, as expected, but
 are stuck with it after SiteAdmin manually creates then adds them to their
 first blog via wpmu-blogs.php.

 All I could do was edit the primary_blog meta key with phpmyadmin to set
 their primary_blog to their only active blog.

 get_active_blog_for_user returns blog 1 instead of their only active blog.
