 (In [915]) Make some sense of the original formatting tests from [121].
  * Dissolve the old directories, moving data into /data/formatting/ and
 tests into /tests/formatting/.
  * Remove the old formatting testcase, instead using straight file() calls
 functioning as PHPUnit data providers.
  * Bring back the tests for the "funky javascript fix" in the form of
 testing _convert_urlencoded_to_entities(), removed in [403].
