Comment:

 Tested 46040.diff against current trunk.

 The patch does not apply cleanly. Multiple hunks fail in:
 - class-wp-filesystem-direct.php
 - class-wp-filesystem-ftpext.php
 - class-wp-filesystem-ftpsockets.php
 - class-wp-filesystem-ssh2.php

 Because the patch cannot be applied, the changes cannot be tested.

 Removing `needs-testing` and adding `needs-refresh`. It needs rebasing for
 current trunk before further testing or review.
