Comment:

 Tested `16706.2.diff` against current `trunk` (7.0-alpha-61215-src).

 The patch does not apply cleanly. Hunks failed in `wp-
 includes/taxonomy.php`, and a reject file was generated.

 Given the age of this patch (~15 years old) and significant changes to
 taxonomy/query internals since then, it appears outdated and needs a
 refresh before meaningful testing can be done.

 Removed `needs-testing`. This ticket already has `needs-refresh`.
