 I know the test instructions; but they're basically quite specialized,
 since they require somebody who's comfortable with voice command tools.
 I've re-milestoned it because I'm going to test it myself, and break it
 down into whatever specific issues come out of that.

 This is a very old ticket, and tons of accessibility improvements have
 been made in the media modal in the intervening time - but there hasn't
 been testing specifically using voice command.
