Comment:

 As per today's 7.0 bugscrub:
 This ticket came close to its resolution.
 A patch was proposed and tested successfully, but it was too late to ship
 it in 6.9.
 A new PR was added to change the filter's name.

 I'll give it a look and mark it for commit if everything goes well.
 Also adding `needs-dev-note` keyword as it adds a new filter and it
 changes a very old behavior.

 Also moving from `task` to `enhancement`.
