 Since wp_mail is pluggable, wouldn't a plugin that is designed to help
 testing in 6.9.1 be able to include a different version of PHPMailer?

 @SergeyBiryukov since you reopened this, what are your thoughts? Do you
 think this is still necessary in light of the revert of [61010]?
