 As it turns out, there was considerable discussion on all of these points
 (outreach, compatibility detection, modernizing core to not use jQuery at
 all, etc) in #37110, regarding updating to jQuery 3.x.

 One comment stood out to me in that it seems to have done some sort of
 static analysis across the plugin repo.

 With Plugin Check and more tooling around these days, I figure that even
 more comprehensive scanning could be done now.
