 thank you @jorbin. given our inability to establish any quantitative
 metrics on the impact of this change, whether to aid in email delivery or
 to hinder it, I support the revert.

 perhaps we can start again in `trunk` and work with some of those who
 reported delivery issues to see if they can help provide testing and
 feedback that we need to avoid accidentally interrupting their service.
