 [https://github.com/whatwg/html/issues/12023 Issue 12023] was filed with
 the WHATWG HTML spec (based on WordPress HTML API work). It was resolved
 in [https://github.com/whatwg/html/pull/12084 PR 12084].

 The standard changed how some DOCTYPE declarations determine the document
 mode. The HTML API doctype class needs to be updated accordingly.
