 I have a [https://github.com/WordPress/wordpress-develop/pull/10875 pull
 request] which is available for testing. It fixes the issue with `global-
 styles` not being printed in the spot in the cascade. See
 [https://github.com/WordPress/wordpress-
 develop/pull/10875#issuecomment-3862570886 testing instructions].

 Note that this is the only scenario that I've been able to reproduce the
 issue. If there are other scenarios, please share the precise testing
 steps.
