Comment:

 When I try to apply the patch
 https://core.trac.wordpress.org/attachment/ticket/20774/20774.noquicklinks.diff
 against the latest `trunk` (7.0-alpha-61215-src) it fails to apply with
 the following message:

 4 out of 4 hunks failed--saving rejects to 'wp-
 admin/network/users.php.rej'
 }}}

 As the patch can not be successfully applied, I removed `needs-testing`.
