Comment:

 This [https://core.trac.wordpress.org/attachment/ticket/24142/24142.2.diff
 patch] doesn't apply cleanly against the current trunk
 (7.0-alpha-61215-src) it needs a refresh. Removing `needs-testing` and
 adding `needs-refresh` as testing isn't needed until the patch is
 refreshed.
