 As long as you have a theme.json global inline styles will be loaded,
 these include this css line:


 {{{
 a:where(:not(.wp-element-button)) {
     text-decoration: underline;
 }
 }}}

 The problem still persists in 6.9.1 (and in the 6.9.2 alpha)
