Comment:

 The recent [https://core.trac.wordpress.org/attachment/ticket/35913/35913
 -is-conditional-shared-logic.diff patch] and doesn't apply cleanly against
 trunk. As noted above, it needs a refresh. Removing need-testing and
 adding `needs-refresh` until we have a refreshed patch to test.
