Comment:

 I attempted to apply the latest patch against trunk (7.0-alpha-61215-src),
 but it does not apply cleanly.

 The following files failed to patch:
 - src/wp-admin/includes/plugin.php
 - src/wp-includes/plugin.php

 .reject files were generated, so the patch is outdated and cannot be
 tested on current WordPress.

 Since the patch cannot be applied, testing is not possible at this time.
 Removing `needs-testing` and adding `needs-refresh` so the patch can be
 updated.
