Comment:

 When I try to apply the patch
 https://core.trac.wordpress.org/attachment/ticket/40178/40178.2.patch
 against the `trunk` (7.0-alpha-61215-src), it fails to apply with `1 out
 of 2 hunks failing`

 Actual fail message is as follows:

 As the patch can not be successfully applied to the `trunk` I removed the
 `needs-testing` and added `needs-refresh`
