Comment:

 I tested the following local environments:

 - Studio by WordPRess.com (WP_Image_Editor_GD)
 - Playground (WP_Image_Editor_GD)
 - LocalWP (WP_Image_Editor_Imagick)
 - @wordpress/env (WP_Image_Editor_Imagick)

 The only one I could reproduce the problem with was wp-env. Also, this
 problem may be related to #63338.
