 This is similar to #62488.

 The Gutenberg 20.8 will raise the minimum required WordPress version to
 6.7 - https://github.com/WordPress/gutenberg/pull/70023.

 This is a tracking ticket to update `gutenberg-version` in the reusable
 E2E test workflow.
