 The editor's title field had this after I saved a post as an Author-level
 user:
 `<input type="text" name="post_title" size="30" value="Hello &amp;
 welcome after saving" id="title" spellcheck="true" autocomplete="off" />`

 The front end has `&` in the markup, which appears as `&` there.
