 The design for Twenty Twenty-Three
 https://www.figma.com/community/file/1139275543113752375
 does not include different border positions or styles for quotes depending
 on the block alignment or inner text alignment.

 Please do not assume that all themes are intended to look the same, or
 that something is a bug when it doesn't look the same way as in other
 themes.
 Please discuss it with the theme designer first, who can then provide more
 information about how the quotes were intended to look.
