 user_can_richedit. It took us many days to find a problem, which is

 not-visible-because-of-user-agent-sniffing/

 That URL doesn't load, and there are no archived versions of it. Without
 clear test instructions, we cannot cleanly reproduce this.

 Also, the fact that Classic Editor is in maintenance mode is not going to
 help to move forward this report. For now, adding `needs-test-info` and
 `report-feedback` (on a first come basis) to further evaluate the current
 status of this report, but I'm more inclined to the `close` `wontfix`
