 Right, about time to close this. As both @desrosj and @jorbin have
 mentioned above it would require a lot of efforts to update TinyMCE at
 this point in core, and most likely it would be impossible to maintain
 full backwards compatibility. If there is a need it would be pretty
 straightforward for a plugin to replace the TinyMCE library shipped with
 WP. Then that replacement/updated version of TinyMCE can be used by other
 plugins too.

 Also as the old Edit Post screen has been in deep maintenance mode for
 years, thinking that plugins that still use it or use TinyMCE directly
 should be considered in the same "deep maintenance" mode.
