 Build/Test Tools: Run PHPUnit test suite using MariaDB 11.8.

 The latest LTS version of MariaDB (11.8) was released on June 8, 2025.

 Though it does not yet account for the 1% of WordPress installs criteria
 currently documented in the workflow, the most recent LTS version should
 always be tested against.
