 I suspect it's because while doing a Quick Edit for an individual post
 there is checkbox for whether a post is Private or not.

 I have no strong opinion on whether these 2 diff UIs should be reconciled
 :-)  On the one hand, yeah, the difference is odd; on the other hand, I'm
 soooo used to the diff that I really never "noticed" it until I saw this
 ticket ;-)
