 This ticket was brought up in a recent bug scrub.

 Here’s the feedback received:

 1.⁠ ⁠It was requested that the fix should go live as quickly as possible.
 2.⁠ ⁠⁠As Customizer CSS is widely used, BlockThemes are becoming
 increasingly popular for some folks.
